Benefits

Taxi fees will be subsidized if you are pregnant and use taxi for maternity checkups and childbirth.

If you are pregnant or a mother of a child under 3-year-old, fare for TsukuBus, TsukuTaku and Tsukubane-go will be half price!

List of schemes and services available to you during pregnancy and for childcare

Pregnancy period

Pregnancy and postpartum period

This is a medical welfare scheme to help pregnant women pay their partial out-of-pocket fees when they visit OB-GYN. [Note that there is an income restriction.] Please find the information about the Medical Welfare Scheme (Marufuku) for Antenatal and Postnatal Women. Application for the scheme is accepted at the Medical Welfare and Pension Division, branch offices of the City Hall, or by post. 

This is a dedicated number for pregnancy and childbirth consultation. Ibaraki Prefectural Midwife Association: Available from 10am to 5pm on Monday, Tuesday, Wednesday, and Friday (Closed on national holidays, between August 13 and 15, and December 29 and January 3) ☎ 029-301-1124

You may be offered a little free gift or discount by showing this card at shops and facilities in Ibaraki Prefecture. One eligible household may receive maximum 2 kids club cards as a general rule. Please ask the Childcare Policy Division for details. 

The permit is given at the Child Welfare and Parenting Support Center or at a health center for pregnant women with walking difficulties. The permit is valid from the 7th month (24th week) of pregnancy to 6 months after giving birth. 

Parenting Period

Please register the birth of your child at the Citizen Services Division in Tsukuba City Hall or one of the branch offices of the City Hall within 14 days of your child's birth. If you are outside Tsukuba City, you may register your child's birth at the municipality where you are staying. However, you need to apply for the Child Allowance, Medical Welfare Scheme (Marufuku) and other benefits at Tsukuba City Hall. 

You need to apply for the Child Allowance within 15 days of your child's birth. The Allowance will continue until your child leaves junior high school (more precisely, until March 31 following your child's 15th birthday). Please note that some changes will be made to the Allowance scheme in fiscal 2024. The details will be updated on the official website of Tsukuba City. 

You may join the National Health Insurance at the National Health Insurance Division of Tsukuba City Hall. If you are covered by your workplace insurance and you wish to include your child in your insurance, you need to ask your workplace.

This is a scheme which subsidizes part of the out-of-pocket medical fees for children (from age 0 to high school age). You may apply for the scheme at the Medical Welfare and Pension Division, one of branch offices of the City Hall or by post. 

Please find the card on the page about A Baby Around One Month Old in your Maternal and Child Health Handbook. You should check the color of your baby's stool from time to time.

◆Tsukuba Comprehensive Childcare Support Center is a place where you can meet other parents and carers to hang with and share parenting information. You may also ask for advice from childcare consultants at the Center. 

◆Please refer to the Tsukuba Parenting Handbook for private parenting support organizations, parenting groups and other information. 

The Child Welfare and Parenting Support Center offers pregnancy, childbirth and parenting consultation services by the area’s public health nurses so that people can give birth and bring up their child without worrying. In addition to the consultation services, the Center also offers various services such as home visits, seminars, consultations and health checkups.
