茨城県知事による県独自の緊急事態宣言についての市長コメント（2021年8月3日）

本日（8月3日）、大井川知事が記者会見を行い、県の対応ステージを4へ引き上げるとともに、茨城県独自の緊急事態宣言を発令することが発表されました。期間は8月6日（金曜日）から8月19日（木曜日）までとなります。知事からは、この期間について、県内全域での不要不急の外出自粛、感染リスクが高まる行動の自粛、緊急事態宣言等が発令されている都道府県との往来自粛、県内全ての飲食店の午後8時から午前5時までの営業自粛（酒類の提供は午後7時まで）等の要請がありました。営業自粛要請に要請期間全てご協力頂いた場合、茨城県が事業規模に応じて協力金を支給する予定です。また、茨城県からは、県有施設を原則休館にすること及び国に緊急事態宣言の速やかな適用を要請したことも発表されています。

変異株の影響で感染拡大が急速に進み、この2週間で状況が大きく変わりました。病床稼働数も増加し、知事からもありましたように医療崩壊の恐れがあります。誰もが感染し得る深刻な状況であることを再認識していただき、マスクなしでの会話、大人数や長時間での飲食などの感染リスクが高い行動は必ず避けていただくようお願いいたします。市民や事業者の皆様には、今しばらくご負担をおかけしますが、医療提供体制を守るため、各要請にご協力いただくとともに、改めて適切な感染防止の徹底をお願いいたします。

Mayor’s comment regarding declaration of prefectural state of emergency by Ibaraki Governor (August 3, 2021)

Provisional Translation

At a press conference today (August 3), Ibaraki Governor Oigawa announced that he had raised the Prefecture’s COVID-19 response level from Stage 3 to Stage 4, as well as declaring a Ibaraki Prefectural state of emergency. This state of emergency will take effect from August 6 (Friday) to August 19 (Thursday). The Governor requested the entire Prefecture to avoid non-essential travel, to avoid activities which increase the risk of infection, and to avoid traveling to and from prefectures currently under a state of emergency and other COVID-19 measures. He also urged all restaurants and bars in the Prefecture to withhold services between 8 p.m. and 5 a.m. (and to stop serving alcohol at 7 p.m.).
Ibaraki Prefecture will provide subsidies to restaurants and bars cooperating with this request for the entire period, aligned to the size of their business. Furthermore, Ibaraki Prefecture announced that in principle, it would close all Prefectural-owned facilities, and that it had requested the central government to declare a national state of emergency for the Prefecture.

With the variant driving up COVID-19 cases, the situation has changed dramatically over the last two weeks. As the Governor pointed out, hospitals could be overwhelmed due to the increase in bed occupancy. We would like to remind everyone that this is a serious situation in which anyone can potentially become infected. So, please absolutely avoid doing something that would increase the risk of infection such as talking with others without face masks, or eating and drinking in large groups. We sincerely apologize for the inconvenience this may cause for our residents and businesses. However, we kindly ask you to please cooperate with the request and continue to thoroughly observe appropriate preventative measures so that we can protect our healthcare system.
