茨城県知事による外出自粛要請等についての市長コメント（2020年11月27日）

本日（11月27日）、大井川知事が記者会見を行い、つくば市、土浦市など県内8市町を対象に、明日11月28日（土曜日）から12月13日（日曜日）までの不要不急の外出自粛要請と、酒類を提供する飲食店及び接待を伴う飲食店を対象に11月30日（月曜日）から12月13日（日曜日）までの22時以降から午前5時の間の営業自粛要請を行うことが発表されました。営業自粛要請に要請期間全てご協力頂いた場合、茨城県が協力金として1店舗当たり28万円を支給予定と発表しています。

茨城県からは8市町を対象としたことについて、これらの市町では人口1万人当たりの新規陽性者数が1.5人以上となっており、この国指標についてステージ3相当以上であることから対象としたとの説明がありました。

市民や事業者の皆様におかれましては、大変ご負担をお掛けしますが、外出自粛要請や営業時間短縮要請へのご協力をお願いするとともに、引き続きマスクの着用、手洗い、人と人との距離の確保、3密を避ける等の感染防止対策の徹底をするなど感染拡大防止への取組にご協力をお願いいたします。

Comment from the Mayor following the announcement of Ibaraki Prefecture (November 27, 2020)

Provisional Translation

Today (November 27), Governor Oigawa made the following request to the people living in eight cities and towns in the prefecture, including Tsukuba and Tsuchiura.
-From tomorrow, November 28 (Saturday) to December 13 (Sunday), please do not go out unless absolutely necessary.
-Voluntary suspension of business from 10:00pm~5:00am for bars/restaurants serving alcoholic beverages, and also to night clubs which provide entertainment, from November 30 (Monday) to December 13 (Sunday).

Ibaraki Prefecture intends to provide cooperating bars/restaurants  the amount of 280,000 yen per business as compensation for the temporary closure, provided they stay closed for the entire period as requested by the governor.

In terms of the rationale for including the eight cities and towns in these restrictions, Ibaraki Prefecture explained that the number of new positive cases per 10,000 people is 1.5 or more in these cities and towns, which is equivalent to stage 3 or more in the national index.

We sincerely apologize for any inconvenience caused to citizens and businesses, but ask for your cooperation in refraining from going out and shortening business hours. Please continue to observe basic preventative measures such as maintaining social distance, wearing face masks, washing hands thoroughly, and avoiding the 3 Cs (closed spaces, crowded places, and close-contact settings).
