本日の緊急事態宣言解除発表を受けての市長コメント（2020年5月25日）

本日（5月25日）、安倍総理から東京など1都3県と北海道の緊急事態宣言を解除する発表がされました。新型コロナウイルス感染拡大防止に対する皆様のご協力に改めて感謝申し上げます。

緊急事態宣言は解除されましたが、本日の政府の基本的対処方針では、都道府県をまたぐ移動について5月末までは不要不急の帰省や旅行などは避けることや、6月18日までの3週間程度は東京都市圏や北海道との間の移動は慎重に対応するよう示されています。大井川知事からも、緊急事態宣言解除後は県をまたぐ移動について緩和する5月22日の方針を改め、5月末まで県をまたぐ移動、特に東京圏への移動は控えるとともに、6月から東京圏や北海道との間の移動については段階的に緩和する発表が先ほどありました。これを受け、つくば市民の皆様におかれても県の方針を踏まえた移動の自粛を引き続きお願いしたいと思います。

また、5月22日にお知らせしました通り、本日から茨城県はステージ2へ対応が移行しました。夜間も含め外出自粛は緩和となりますが、外出するにあたっては感染防止のため、身体的距離の確保、必要な場面でのマスク着用、手洗いの徹底は引き続きお願いするとともに、高齢者などの重症化リスクの高い方については、引き続き外出を最小限として頂きますようお願いします。

大規模イベントについては、茨城県はステージ2では100人以下の屋内イベント及び200人以下の屋外イベントは自粛要請としない方針を示しています。東京都市圏との往来が多いつくば市では大規模イベントについては慎重に緩和する方針とさせて頂き、100人以下の屋内イベント及び200人以下の屋外イベントについても県外から参加者が見込まれる場合や参加者が不特定多数の場合については開催を自粛頂きますようお願いします。

Comment from the Mayor of Tsukuba regarding today's lifting of the state of emergency(as of May 25)

[Provisional Translation]

Today, Prime Minister Abe reported that the state of emergency has been lifted from the remaining five prefectures (Tokyo, Saitama, Chiba, Kanagawa, Hokkaido). I would like to thank everyone for their efforts in trying to prevent the spread of the coronavirus.

The state of emergency has been lifted, but the national government announced today that we should continue to refrain from traveling into other prefectures until the end of May, and that we should not travel to the Greater Tokyo Area or Hokkaido until after June 18. Governor Oigawa originally reported on May 22 that restrictions on travel to other prefectures would be eased; however, the prefecture has changed its stance to say that we should not travel to other prefectures before the end of May, and that travel to the Greater Tokyo Area and Hokkaido will be reintroduced gradually in June. Therefore, Tsukuba residents should also follow these guidelines and continue to refrain from traveling outside of Ibaraki.

Also, as we announced on May 22, Ibaraki Prefecture is now in Stage 2 as of today. Though you can now go out freely, even at night, I would like to ask you to keep practicing social distancing, wear a mask, and wash your hands thoroughly.  Elderly people and those with medical conditions that make them vulnerable to infection should continue to refrain from going out as much as possible.

In line with the parameters of Stage 2 as defined by Ibaraki Prefecture, it is now technically possible to hold large events such as indoor events with fewer than 100 people and outdoor events with fewer than 200 people. However, since many people travel between Tsukuba and the Greater Tokyo Area, we need to make a decision about this carefully to prevent the spread of infection. Therefore, we are requesting that people refrain from holding events that include a large number of unknown people, or events that include people from outside Ibaraki, as much as possible.
