What is Medical Welfare System, Marufuku?

It is a government subsidy system for infants and small children, expectant and new mothers, single parents as well as severely handicapped people to aid medical expenses so they can easily receive necessary medical care when needed. In order to receive the subsidy, you must apply for it.
However, vaccinations, medical checkups, hospital meals, medicine containers, diapers, and any other treatments and/or charges which are not covered by insurance are exempt from this system.

Eligibility for Marufuku

• Infants and small children
  New born babies to 3rd year high school children
• Single parent families
  Single mothers or fathers and the child (until the child turns 18 years old)
• Expectant and new mothers
• Persons with severe physical and/or mental disabilities

• (Note)(Persons with severe physical and/or mental disabilities): Health handbook for mentally disabled (seishinshogaisha-hokenfukushi-techo)
• (Note)Please note that it is income-tested except for small children before entering elementary school

Required documents for application

Infants and small children

• Health insurance card with the child's name
• Bank book of the father or mother
• Passport

Expectant and New mothers

• Health insurance card
• Mother and Child Health Handbook
• Expectant/new mother's bank book (must be her own)
• Passport

Single parent families

• Health insurance card
• One of the followings (both original and photocopy are accepted)
  - Child Rearing Allowance Certificate
  - Notice of Child Welfare Subsidy Certification
  - Family register (in case the spouse is deceased)
• Bank book of the father or mother
• Passport

Persons with severe physical and/or mental disabilities

• Health insurance card
• One of the followings (must be original)
  - Handbook for physically disabled (shogaisha-techo)
  - Certificate of disability pension
  - Medical rehabilitation handbook (ryoiku-techo)
  - Mental Disability Health and Welfare handbook (seishin shogaisha hoken fukushi-techo)
• Bank book of the individual or Supporter under Duty
• Passport
