• Please note that change of address procedures (moving in, moving out or moving within the city) are not available on Saturdays.
• Some services are available until 7:30pm on the 2nd and 4th Thursdays, though change of address procedures (moving in, moving out or moving within the city) for foreign nationals are not available.

You must submit a notification of address change when moving in from outside the city, moving out from Tsukuba city or moving within the city.

Notification for Moving in

You must submit a notification when moving into Tsukuba city from outside the city (including outside the country)
"Certificate of Moving Out" will be necessary if you move in from other cities in Japan.

Notification period

Within 14 days from moving in

Notifier

1. Identical person or the householder
2. A person in the same household
3. Representative delegated by the identical person or the householder

Required documents for notification

1. Identification of the person who came to the service counter
   • (Note)Those moving within Japan: Residence card, special permanent resident certificate, passport, driver's license etc.
   • (Note)Those moving in from outside Japan: Residence cards and passports of all persons moving in
2. A letter of proxy, if the notifier is a representative
3. National Health Insurance Card (only persons qualified)
4. National Pension Handbook (only persons qualified)
5. "Marufuku" (medical welfare program) certificate (only persons qualified)
6. Care Insurance Certificate (only persons qualified)
7. Medical Insurance Certificate for People Aged 75 and older (only persons qualified)
8. Basic Resident Register card with photo (only who have the card))

Notification for Moving out

You must submit a notification when moving out from Tsukuba city (including moving outside the country and leaving the country for more than a year for business trips and vacations)
(Note)If you submit the notification of moving out, "Certificate of Moving out" will be issued. (The certificate will NOT be issued if you are moving out of the country.)

Notification period

Before you move out (14 days before the scheduled date of moving out)

1. Identical person or the householder
2. A person in the same household
3. Representative delegated by the identical person or the householder

Required documents for notification

1. Identification of the person who came to the service counter
   (Residence card, special permanent resident certificate, passport, driver's license etc.)
2. A letter of proxy, if the notifier is a representative[Sample of a letter of proxy]
3. Seal
4. National Health Insurance Card (only persons qualified)
5. National Pension Handbook (only persons qualified)
6. "Marufuku" (medical welfare program) certificate (only persons qualified)
7. Care Insurance Certificate (only persons qualified)
8. Medical Insurance Certificate for People Aged 75 and older (only persons qualified)
9. Basic Resident Register card with photo (only who have the card)

Required documents for notification

1. Identification of the person who came to the service counter
   (Residence card, special permanent resident certificate, passport, driver's license etc.)
2. A letter of proxy, if the notifier is a representative[Sample of a letter of proxy]
3. Passport. When moving in from out of the country, passports for all persons moving in are required. If you cannot confirm the date of entry into Japan with your passport, please also bring your air ticket stubs, etc.
4. National Health Insurance Card (only persons qualified)
5. National Pension Handbook (only persons qualified)
6. "Marufuku" (medical welfare program) certificate (only persons qualified)
7. Care Insurance Certificate (only persons qualified)
8. Medical Insurance Certificate for People Aged 75 and older (only persons qualified)
9. Basic Resident Register card with photo (only who have the card)

4 to 8 are required for those who have them.
